Japan's Foreign Ministry has issued a diplomatic guide called "Blue Book of Diplomacy" in which it officially states for the first time since 2003 that the South Kuril Islands are currently under illegal occupation by Russia. Russian propaganda outlet asks if Japan is asking for war with Russia.
The Japanese Blue Book Of Diplomacy lists the South Kuril Islands as Sovereign Japanese Territory and said that they are being "illegally occupied by Russia".
After the declaration by Japan was issued, the Russian state propaganda outlet Pravda Report put out a statement saying "Japan asking for war with Russia amid Kuril Islands terminology row?".
Pravda notes that Japan has officially designated Russia's Southern Kuril Islands as "Illegally occupied northern territories" and observed that the Japanese document 'states that the islands are part of the territory of Japan".
